Notice 678 of 2011: National Nuclear Regulator Act: Application for nuclear vessel licence: Eskom has made an application for the nuclear vessel licence for a non-nuclear powered vessel to dock in Cape Town harbour during the period 8 January 2012 to 29 January 2012. The purpose will be for shipping new nuclear fuel assemblies, rod cluster control assemblies and depleted uranium destined for Koeberg Nuclear Power Station, and for returning new nuclear fuel assemblies from Koeberg Nuclear Power Station to the supplier. PMG has come up with a quarterly newsletter – SPARK – Igniting local action: http://www.pmg.org.za/node/28630. – This quarterly newsletter features case studies that show how civil society – communities and their organisations – and local government – councillors and officials – can work together to foster democracy and development in their areas.

On 21st September the Financial and Fiscal Commission (FFC) presented its Energy related recommendations to the Energy Portfolio Commission. http://www.pmg.org.za/report/20110921-financial-and-fiscal-commission-ffc-their-recommendations-made-during. The recommendations to LG cover:

–          Impacts of water and electricity bulk and retail tariff increases on LG fiscal framework

–          Impact of electricity reform on municipality (reform of EDI, REDs)

–          Location of energy related powers and functions

–          Intergovernmental response on climate change

–          Impact of inefficient land use on energy consumption and hence climate change.

–          Conditional grants.

On 13th September DoE presented its financial performance to the EPC. http://www.pmg.org.za/report/20110913-department-energy-quarterly-financial-performance-presentation. From the programmes implemented by DoE about 10% from the total goes to Nuclear Energy and Regulations with an increasing tendency – not in absolute figures but in percentage – about 14% of the total in 2013/14 and 2014/15 (R600m per year, mainly to NECSA and NNR). – See slides 17 and 23.

11th Aug: PC Energy: Energy Efficiency and Energy Savings: briefing by Department of Energy

The Department of Energy briefed the Committee on the progress made in the implementation of various energy efficiency and energy savings programmes.  The briefing included detailed status reports on the Energy Efficiency Demand Side Management programme, the Industrial Energy Efficiency project, the Energy Efficiency Target Monitoring project, the Appliance Standard and Labeling programme and the Energy Efficiency Communication Strategy programme.

16th Aug: PC Energy: Industrial Development Corporation (IDC) on implementation of New Growth Path and Industrial Policy

The Industrial Development Corporation (IDC) discussed the implementation of the New Growth Path (NGP) and Industrial Policy Action Plan (IPAP2), in particular on the non-fuel and fuel based green economy as well as energy efficiency and the role of the IDC’s procurement program.

23rd Aug: PC Energy: Minister in The Presidency: National Planning Commission on Diagnostic Report

The National Planning Commission (NPC) presented its Diagnostic Report to the Portfolio Committee on Energy. The briefing included the background to the establishment of the Commission on 11 May 2010.  The aim of the NPC was to take a broad, cross-cutting, independent and critical view of South Africa and formulate a long-term national plan for the country.
